It may be that you have noticed that the Judicial and Legal
I have set-up in Hong Kong does not conform to the usual pattern.

produced a Memo. on the subject which I have just referred to this
Government. I cannot fully gauge how far my proposals and recommendation:
will commend themselves locally and whether a d ecision will be taken
I feel, to refer them in whole or part to the Secretary of State.
however, that you might like to have a copy of my Meno. which I think
serves sufficiently to describe the existing complications and
indicate what form, at the least ideally, Judicial and Legal staff
and distribution should take in Hong Kong.
I hope to have an opportunity to discuss with you or your staff, as I plan ( 4 months' leave being approved) to arrive home
about the middle of June.
Work increases here rather than the reverse. I expect that
you must be busier than ever, but hope that nevertheless you are
keeping very fit.
